I can't answer your question since its a matter for our members of the day to map out.
However, the way forward for our highlander population is to start recording of are' are land tenure system, and forward all copies to all the 3 council of chiefs within Are'Are. The 3 council of chiefs will peruse through and ensure that those records are in order according to are'are land tenure system.
The next move is that our members have to engage in are' are land tenure system forum. This forum is an opportunity where all are'are men and women have the right to contribute towards are'are land tenure system. Based on this, possible legislation on are'are land tenure system be drafted. Its draft have to be circulated widely and another consultation process will be taken by all chiefs and appointed men and women to ensure that the draft copy takes its final shape, size and intent.
Once a draft is finalized, our members have to make a stand to move a motion for it to be tabled, and debated in parliament. Once passed and gazetted, it becomes a statutory law. Government and bodies named in the Act will continue to carry out their work.
Once we reach this stage, I urge all highlander to come forward and discuss possible development.
In the mean time, I urge Kennie to start redirecting your minds towards addressing the issue of customary land tenure system, and the next direction is how the identified arata or landowning unit, would control or manage all development for the best interest of all customary landowners
