Without prejudice to anyone, perhaps tax payers’ public moneys must be given some thoughts about it
One interesting issue is who is accountable for public moneys send for overseas USP students’ allowances? Is it the Minister and public officers at the Ministry of Finance, or third parties? No doubt it is in the best interest of tax payers that public moneys must be released to government authority and the same has a duty to be accountable for at all times. SISA or other similar voluntary associations are not per se government authorities to assume such position and act in that capacity. Without prejudice to the Minister and public officers at the Ministry of Finance or any third party on the said subject matter, perhaps tax payers need clarifications on this. Otherwise, the present practice encourages sending public moneys to strangers
The misguided SIG cheque at FIT in year 2006 between President of FIT SI students association at that time and FIT staff remains mystery. It is unfortunate that without independent findings from SIG, and without, proving in Court who misappropriated the said money, FIT, is demanding SIG to pay for it. To date, our students yet to enroll for second semester since SIG yet to pay for accruing dues and due pertinent to the missing money. Needless to explain further, with or without due care on the part of Ministry of Finance, this case demands immediate rectification of the present practice of open ended handouts send through the accounts of various students voluntary associations in the region.
An offshore SIG bank account opened with a bank in Fiji, and other regional countries where public officers from Ministry of Finance in conjunction with MEHRD to go there, and distribute it to all sponsored students would be a proper and accountable option.
