I guess it is a question better anwered by a Departmental permanent secretary as they may have some plans on reform. However, time is running out as the life of the current Parliament and of course the government is nearing to its end. Like other people, I know government had set up some task force or individuals to implement reforms but the tangible aspects of these expected reforms are yet to materialise. There was the signing of the new scheme of service for medical doctors last month and some people think it was about time while others said there may be some more rooms for further improvements. JOHN
