I understand there were many people "homeless" in the area

Apparently there are "homes" in the area, probably high-rise apartment buildings that people were evacuated from in a very hasty order. I saw people walking around with cats and small dogs. They were wandering, not knowing where to go, not wanting to leave all their belongings and not having *any* ID with them - just the clothes on their backs. So there are probably more pets than we are hearing about
