The trainer is right to some extent, yes Scarlett is teaching the dogs manners but also she should defer to you when you tell her she needs to knock it off. If she controls the whole pack order thing and that is much of what it sounds like she is doing is showing the oter dogs she will nto be pushed about and intimidated as she is a self assured, dominant girl. Personally, I think the trainer should stop these group playing is there is trouble starting. We used to do this before and after our Agility classes in the old club I belonged to, but if a dog caused issues, it would not be allowed to take part in group activities.
