If she paper trained him, she has given him permission to potty inside and he is only doing what he was taught. Feel free to give her my housetraining information and the pup should be checked out medically as well to rule that out. But dogs can be retrained - it may take time. But I find most housetraining issues are caused by the human end and quite often from the pup not getting enough training or time (often forcing the pup to potty insde or crate soil if home alone all day) or the pup being paper trained.
