She is probably simply confused Chris, she's outside sometimes and inside at other times and expected to toilet on paper or pads when she's inside but anywhere when she is outside. Smacking her won't help, positive reinforcment is needed more than anything here. Also she needs to know just what is expected of her so... when she does go to the toilet you need to praise her and establish a key word or phrase like "Good Toilet" (or whatever suits you) and make a good, positive fuss of her. From there you can start to ask her to go to the toilet on commnad (yes, dogs 'get this' very quickly).
