cat won't use the litterbox

I have had two cats for over seven years now and one of them refuses to use the litterbox. I am desperate for help. i have tried all the usual things ....having an immaculate litterbox, different litter boxes, different litter..... all sorts of sprays and cleaners and nothing works. in general she is a very needy cat and always has to be in the room with me when i am at home. She is a big baby and is my baby and I don't know what to do. If anyone has any suggestions , I would really appreciate it . thanks so much
