Its been a while since I read the 2nd arc, but from what I remember...
Cable had just turned everyone pink and then back to normal, he then pulled alot of future (potentially dangerous) technology into one big island and invited anyone to join the island.
Cable was also uber powerful, able to read people's minds (potentially being able to influence them) and shatter objects (like Silver Surfers board) using his telekinesis, add into that the fact he could teleport anywhere and Cable would look like a threat to anyone.
SHIELD (lead by someone that did not like or trust Cable) hired the Six Pact to attack Cable, that attack failed. SHIELD then turned to Reed Richards (Mr Fantastic) to help, however the X-Men stepped in as Cable is **Family**. The X-Men could not stop Cable (they saw him as a threat, and have seen what uber telepath's/telekintics can do - Onslaught).
So Reed played his trump card and called in the one person that may have been able to stop Cable (Thor wasent around and Sentry was inactive) - Silver Surfer.
