Sadly there's only 3 things that work permanently, Electrolysis (must be a type which inserts a probe into the folical, tweezer types are useless), Intense Pulsed Light and Laser (The latter two having varied degrees of success depending on skin type, amount of pigment in the hairs, individual resistance to treatment and the brand/model of equipment used). So you have a choice of seeing a professional (do plenty of research before spending lots of money), continue shaving, epilating or waxing or buy a home galvanic electrolysis unit (One-Touch Home Electrolysis)

It's not permanent, it's a sugaring method (similar to waxing).
