Fingerprinting is not that easy. But it is not a "notary" function. I bought a fingerprinting station a couple of years ago and have not had much call for it. I don't think it is worth the expense of the machine and the fingerprinting cards.
When I had to have my fingerprints taken (for citizenship), I had to go to Orlando to an authorized place.
Maybe someone else can help you better on this question
