Some companies will pay it, others won't. If they don't want to pay it, then I turn down the signing. The only exception I make to this is for the NFRES loans, they are small HELOC packages and $25 is enough) As far as a fax machine, just get an el cheapo to send out faxes, and use a service like Maxemail for incoming faxe.
