You are correct that the Governers Reference Manual does leave a lot to be desired. The two are not the same thing and I never said they did. Just some things might be helpful. It sounded to me like Kevin may not yet have this and could help him out a little, plus through the web site if you search you can contact the governers office. When I find out things about Notarizing that I did't know I add it to the Book. I cut and paste a lot of info from this board and others. More of a question and answer book.
When I took out a HELOC loan on my house I had last minute problems. The loan company and SS never told me things. The SS called me and set up a signing date, Friday at 2:00. Called me Friday at 11:00 and said the Notary would be delayed, changed it to 3:00. Called back and said the Notary could not make it and changed it to Monday. A notary called me at 1:00 and asked if it was still on for 2:00, I told her it was fine with me. This was when I was told that I needed a witness and a copy of my drivers license. So I had to call a Friend and ask them to get over fast and run up to the UPS store to get a copy of my DL. I had no neighbors yet and my computer wasn't hooked up. Well everything worked out.
I didn't see an answer to the question on age of a witness and couldn't find anything in the manual. Except notarizing a minors signature. I would think that the witness should be of legal age otherwise as per notarizing a minors signature you would have to be sure they fully understood everything. What is the correct answer?
