There are some lax recorders 
Florida statutes: 117:05 3a) says that every notary public shall print, type or stamp below his or her signature on a paper document his or her name exactly as commissioned.
And Florida statutes 117:05 (4) gives all 9 elements that must be on a certificate. So, the recorder was simply being lax, and the notary was not following the notary laws on how to fill out a notary certificate.
