Ordinance information needed

I know there must be an ordinance against blocking city sidewalks, even if it isn't in the down town area. If you have to walk in the street because the sidewalk is blocked clear out to the edge of the street it must be breaking the law...and unless you walk in the street where it is level you have to walk on the edge when it sloops and it is hard for the elderly...Who is resposible if someone falls because of this hazard? Want to see what I am talking about...Drive out Rohnervill Rd...You can't miss it...Park your car and try to walk by this hazard...help needed with more information about law to stop this...thanks
