I understand why FDR did what he did but I do not agree with him at all. I think that if you are the President of the United States your first job is to do what you can to take care of your citizens. Being selfish is not a good quality in a president. As far as the sharecroppers moving if they didn't like the conditions, I don't think it was as easy as that. Where were they going to go? The whole country was suffering from the Depression. Even if they moved to the North there is nothing to say the same thing wouldn't have happened. They also couldn't afford to move on. They needed the money and there is no gurantee they would have gotten it from these programs.
