No, it wasn't an accepted casualty, it was a planned mechanism to keep cheap labor available. Please read the chapter and my outline for Tuesday, it explains how this was kept in place. Since the Reconstruction Era, many poor whites were harmed by the poll tax, the low wages, the sharecropping system, it wasn't just racial motivations, it was a total system to keep cheap labor available, but it was accomplished by using racial divisions effectively.
