You're wrong. The underfunding and scaling back are the result of explicit attempts by the right to transfer wealth upward. Their philosophy is "If you already have at least $1million, you deserve more. If don't, you should be willing to work for minimum wage - at least until we abolish it. Now, if you're not a white, Protestant male, go away and let your betters run things." Despite the consistant underfunding of New Deal-Great Society programs from their inception, however, they have done some good. While Ronnie Raygun and the Bushes, pere et fil, have done their best to restore the idiotic economic policies of Coolidge and Hoover, they have not managed to bring on another depression because of the safety net built by FDR & LBJ. But they're working on it.
