It was undertaken in reaction to the reports of Korean POWs that they had undergone brainwashing during captivity. Thinking that the other side had an upper hand, they determined that they would do what was necessary to counter this, and thereby violated human rights themselves, instead of needing to have the Communists do it. The best source on this is The Search for the "Manchurian Candidate by John Marks. Unfortunately, the CIA destroyed most of the documents on this, but Marks got enough information to piece together the story. The Senate Investigated and confirmed the validity of the story, it's not made up. My point is remains—in an attempt to best the evil they claimed they were fighting, they committed acts that we would consider evil. Most of us would consider unapproved secret experiments on people the stuff of Nazi-camp types. Unfortunately, these were among the scientists that the CIA recruited, the former Nazis. The CIA thought LSD or something like it might be used to target foreign leaders who U.S. wanted to remove, or to manipulate them. There was a scheme they dreamed up where they would make Fidel Castro go nuts during a speech, thereby discrediting him. More simply, LSD was thought of as useful in interrogations. The CIA even set up brothels with 2-way mirrors to conduct the experiments (leading to the nickname “Operation Midnight Climax”. the victims, caught on tape with prostitutes, would not be able to go to authorities to reveal their use by the CIA. Some victims were kept on LSD for weeks and weeks without consent.

--One correction: I had thought that it was primarily experiments on soldiers. While some soldiers were used, there were a variety of unwitting people who were used, some died BTW
