Everybody needs a scapegoat. When something goes wrong in one's life, the last person they want to blame is themselves. It just seems easier this way I guess. Reagan did a lot of good for our nation, but some look for only the bad. The media has a way of shaping our minds to belive what they want us to. As the case of the Welfare article went, the media created a completely false story, and it was consumed by the mass public and believed to be true without a second thought.
