I find it hard to believe they specifically targeted civilians. Have you considered the fact that by bombing the water treatment mechanisms may also create another problem for the Iraqi government and draw some of their focus away from our own troops thereby making our attack more successfull. It's a matter of tactics. I consider this a tactic. Distract the Iraqi's and their resources by diverting them to dealing with the water problem and disease while we continue to focus our resources on the Iraqi government itself. We'll be operating at near 100% whereas they'll be focusing on us significantly less with the water and disease issues.
