Torture, terrorism, inhumane weapons and targeting civilians are included in total war. Whoever thinks that the Geneva conventions are followed, is living in a dream world. No one, not the USA or our enemies follow them. Entire nations are the targets of war, both when we are attack, and when they attack us. There are no rules in war!
