You need to contact the shelter directly. Most shelters have a flat adoption fee that is nowhere near the price you would pay if you bought from a breeder. These pups could be owner surrenders or seized from/dumped by a breeder. But I think the biggest obstacle will be your location; but again, you need to contact the shelter.
