Have Zemo in Captain America 2 in a flashback to WW2 story. Then after credits have Zemo approach Simon in jail in present day.
Bring in Enchantress and Executioner in Thor 2.
Avengers 2...Masters of Evil.
Plus do a movie with Pym and Wasp, introduce the Ultron, hint at where it might be going, after the credits of Avengers 2, have a scene with Ultron and Wonder Man hinting at Vision for Avengers 3.
