Oh, hey Frank...it has taken me years and years to figure it all out. During that time I served on committees and was voted chief of our Tribe. Don't feel badly about not knowing all the ins and outs of stuff like this. I remember when I first signed up, it was at-large as that is the advice I got from a well respected aunt. Then, on the advice of my dad, my half brother and sister and myself were supposed to be be enrolled back to the village. Well...the folks who did all the paperwork really got it fouled up and my dad and two of my half siblings got enrolled to Dineega (in Ruby), the other half brother got enrolled to Gaa'na you (Galena and Nulato), and I stayed at-large! So you see, from the very beginning, the powers that be, did not know what was going on. They were doing the best they could, but were not well trained.
