That's right, a one seed will face a 3 and a 4 seed from different regions in the first 2 rounds at the finals. That's when all 12 slots from the 3 regions are filled. Which #1 gets which #3, etc, is a random draw for the lowest weight class, and then rotates through the rest of the full classes
