I'm leaning more towards a leak. When the engine is unloaded, such as pulling the clutch in or neutral, the RPM's start increasing, by a lot. I noticed if I barely pull up on the choke knob, it instantly drops down to normal idle. When it is started, it is fine, but sometimes when i rev it up, it comes down and starts revving up on its own.
