I can't speak for others, but your own 'programme' is as valid as anyone elses, simply for the reason that it is just that - a personal response. One of my old mentors, the conductor of our local youth orchestra, claimed that all music was 'programme' music, in the sense that our imaginations are set in motion, and all kinds of associations, narratives and imagery can and are created. That these are unique to ourselves and possibly never intended by the composer would in this context be irrelevant. As for Brahms, I can imagine him nodding over your interpretation, perhaps responding with a teutonic guffaw: 'well, I never though of it THAT way, but let's try it, next time...!'
