Hrm. Ries was certainly studying with Beethoven by then (he communicated the, and claims to have been the subject of, the "box-on-the-ears" story involving the Eroica symphony, after all...) Not claiming that Ries was trying for anything Waldsteinish in his own 1804-or-so compositions, though (or in his first symphony of 1809, either. His 4th symphony is indeed more ambitious and I think somewhat successfully so, and I'm not surprised his 6th symphony retained some popularity for awhile- but that was later!)
