I'd have called them "the exceptions that prove the rule". The First was only his fourth effort at writing a symphony, so his working techniques were still developing. It is arguable that indecision over the order of two movements hardly constitutes an alteration of the basic structure.
Perhaps we should heed the dictum of the Captain of the Pinafore, who, when challenged by a "What - NEVER?" responded with an apologetic, "Well, HARDLY ever!"
