WavePad is very good. The free version does most things anyone would want, and really easily. I've been using it for several years, to merge WAVs, MP3s and FLACs, as well as to adjust amplification, delete clicks, insert silebce etc. It's at:

Click on the Download button for the free version, which has no restrictions, apart from a handful of disabled features.
