The Cranmer quote to which you refer was merely a request to Merbecke to write one note for each syllable for plainsong, but in no way was this to restrict the expression required for interpreting the text. However, Veen was referring to the Stabat Mater by John Browne and no-one would expect it to be sung without ‘enjoying’ and expressing this wonderful meditation on Mary’s great loss through the heartfelt text.
