Sibelius "Finlandia" Op.26 No.7

Everywhere I see "Finlandia" listed (primarily on vinyl record album covers), it is shown as "Op.26 No.7". For the life of me, I cannot determine what the "No.7" means. The web tells me "Fantasia" was composed in 6 movements, and provides background on the controversy between Sibelius and the Russian government over its revolutionary tone. Beyond this, I cannot find anything explaining what the "No.7" refers to. Is it possibly the equivalent of a 7th movement quietly added in response to the Tzar's negative reaction, and then taking on a life of its own? I admit to being somewhat minimally educated in the field of classical music, a few series of adult classes, so if the question shows that ignorance, I apologize.
