This issue has been discussed in this forum before. One or two of the reviewers seem to feel Khach's 3rd is a kind of Soviet agitprop. Given how bizarre, even nightmarish, the music is, I think the opposite is true, and this work is the reason the composer was condemned along with Shostakovich in 1948. Align this work with Mahler and Shostakovich, not the complacent 2nd-raters who sought to appease Stalin's taste for the mediocre.
Kondrashin's is still the best recording of this work, despite the sound problems. Glushchencko is pretty good if you must have hi-fi sound.
