In Rob Maynard's review, he says "I came across a hint that the composer may sometimes have used identical titles for different pieces of music" and links to another review.
Having investigated a little further, I believe that either that review or the liner notes to which it referred were wrong. The work released on Everest which supposedly reused the title "Symphonic Suite on Azerbaijan Folk Tunes" was actually the composer's "Kyurdi Ovshari" mugam.

Be that as it may, the work Yablonsky conducts is indeed the same work previously released by Naxos in a performance by the Caucasian Chamber Orchestra conducted by Berkemer.
