I'd suggest going right to the sourse, NAERIC. www.naeric.org. I have their number at work, but not here, but you can find it on your website. Yes this is factual. Any farmer still under contract risks that contract if they utilize a placement agency.
My suggestion again, contact NAERIC & I'm sure they'd share the reasoning with you.
