I know what you're saying but I don't think Decapolis was like that. The maps show territories around it -like Judea and Galilee- as being Roman occupied but Decapolis always shows as being independent.
I get the impression that the region was kind of a showpiece of advanced culture and -while Rome definitely wanted to get their own show in there too- they had no desire to dominate it.
Kind of like a World's Fair ......
