I think my neighbor trapped my cat!?!

I have 2 week old kittens here and I let the mom out for a potty break, my son told me he saw the neighbor put a trap in his truck when she went missing? We can not catch them home since it happened to ask! The kittens are sucking milk, whats the best mixture to feed them? They have no teeth...
