As for your question, I don't believe if a person has Romani blood they can be a fake Rom/ Romni. It's just a matter of whether or not they seek to bring pride to their people. It's a matter of whether or not they acknowledge what they are. In the end though, even if they deny their blood, they can't get rid of it. It's still there and heritage seldom loses control, in the end.
Put a non-Japanese girl in a kimono and she'll still be whatever her true ethnicity is. That she isn't Japanese doesn't mean she'll look less beautiful in said kimono, nor does the fact that she wears it mean that she disrespects the costume of her sisters. It just makes her a person, like all other people, wanting to be unique. If she does try to be something she's not though, rather than just experiment, I do think that's sad.
