That doesn't really make sense, when you compare whatever versions of Thor were very high end. A female Thor analogue in pigtails should be at least She-Hulk strength, and since she has a grasp of battle and conflict going back centuries, why make her only Class 30?
Thundra I can understand since she is a slightly enhanced human, but it makes little sense for Valkyrie NOT be at least She-Hulk level...
