The fanbase is too spread out and nitpicking on what they want from a book and the character. Want to know what I have learned from the past four years? That secondary characters like She-Hulk will probably never be top sellers because there is NOT one definitive version of the character that can appeal to all of the fanbase. Dan Slott's the devil, Dan Slott's a god, PAD's a devil, PAD's a god, She-Hulk should be barefoot, She-Hulk should wear Nancy Sinatra boots, She-Hulk should be buff, She-Hulk should be Shulkish, She-Hulk should be comic relief, She-Hulk should be emo. So many people want their version and that's the problem.
Seriously, no one should be surprised at this point why the character will never rise to the top of the charts.
