I think you were being rhetorical, Dan, but there are probably three answers:
1) She was created post 1970s. Off the top of my head, I can't think of a single character Marvel has created after 1979 who has commanded sufficient audience loyalty to sustain an ongoing book indefinitely.
2) Nowadays, with the cost of comics what they are, many fans seem to seek reasons, not to stick with a title, but to drop it. Shifting from "their" version of She-Hulk to a new take or storyline is more than enough.
3) Core characters with large sales attract the high-profile, fan-favorite artists. A popular writer coupled with a hot artist on a popular character guarantees high sales. A popular writer coupled with a non-hot artist on a second or third tier character guarantees not high sales. And if you happen to get an artist who then becomes hot while on the book, he's going to be scooped up for one of the higher profile titles the moment it becomes available. And don't tell me that a popular writer is sufficient to move books, becaus if that were the case, "Powers" would sell as high as other Bendis books.
So...that's why.
