You don't think Ross has time to change into a fresh pair of clothes and fake his injury? We've never seen Ross or the Red Hulk together in the same panel. Also, take a good look at the silhouette of the "human" alter ego of the Red Hulk on the cover of Hulk #1. Looks a lot like Ross to me. If it is Ross, that may explain why Bruce's dialogue with the general was withheld---because it would reveal crucial evidence about the Red Hulk's identity. It could be that Bruce figured out RH is Betty, but what about her father?
