From the other story (the Wendigo one) the use of a gun and knife and basic survival skills do point towards a military background.
Plus both Talbot and Ross have more reason to attack Rick than Betty would ever have.
General Ryker would also be a candidate.
: has anybody mentioned larry talbot??he would

: I was chatting to a guy in a comic store

: dropped an interesting theory on me. I told
: him that I was reasonably certain that
: Leonard Samson was the Red Hulk, but this

: At first, I thought 'pshaw'. Then, after I

: 1) Red Hulk kills the Abomination. Why?
: Because the Abomination 'killed' Betty--
: it's the perfect motive. Betty Ross is, of
: course, dead, but this is comics. Colossus,
: Hawkeye, Harry Osbourne...just three
: characters who pretty decisively bit the big
: one to have been miraculously resurrected in

: of a stretch to believe that Betty might

: have something to do with a large dose of
: radiation? And given that she has already
: once been transformed into the Harpy,
: haven't we already seen that she is

: 2) In the Frank Cho segment, She Hulk knees

: saying 'that's gotta hurt'. In the next
: panel, Red Hulk just smiles and says 'not so
: much', and gets back into the fight

: 3) In the Wendigo story, Red Hulk mentions
: says 'where I come from, we don't tolerate

: background to you? It could be General Ross
: I suppose...except that it can't be General
: Ross. he's seen injured and fully clothed
: during the attack on the helicarrier.
: 4) Red Hulk's eye is scanned at Gamma Base,
: and the computer registers his--or her--
: true identity. Having gorwn up on the base,
: Betty would certainly be recognised there.
: I think Red Hulk is actually a She Hulk!
