The thing is, PAD, many people are unfamiliar with She-Hulk, and, say, giving you 8 pages every month in a major book to promote your work might have got some interest from some other fans... and these new folks would be there for "PAD's She-Hulk", not for Savage, Sensational etc.

Many characters have NO fanbase, and they can maintain a book (oddly enough!). Just see Skaar, Karla Sofen as the new Ms. Marvel, and Lyra... they are good examples.
I think you can always build a fanbase from wherever you start...

I agree with you here, we fans are "guilty" for the book's cancellation. But I think the book lacked the necessary support from the Company.
Never saw the book getting the push, say, Ms. Marvel did... and that is nowhere nearly as interesting a book as yours.

On the other hand, every time Marvel decides to reboot a given character, they go back to their original history... that's a bit complicated and depends on the character..
But, yeah, She-Hulk's fan base is definitely broken...
