Short of being softcore porn (which is an entirely different can of worms), what can Marvel do to have a solid-selling book starring the She-Hulk? I mean, solid sales, not hovering in the 60s and 70s. What kind of tone? What kind of art? Comedic stories? Traditional superheroics? Sexy covers?
This is my opinion:
Once and for all...make her part of the main events...a big part. Don't use her as a goofy, "sexy" after-thought with muscles. Make her join one of the big teams, use her. Make her stand out as the brainy, really brainy chick whose smarts are as large as her wit and her muscles. Have her interact with all the big boys and make her count. The sad reality is that most big shot artists and writers are usually not interested in female characters (and even when they purportedly are, they drop them for no apparent reason- Bendis/Spider-Woman comes to mind)
