Well, the series did claim that Peyton received his powers from a beam of energy from space or somesuch didn't it? Robinson just retconned that energy to be the life force of Prince Gavyn, the previous Starman who had been killed in the Crisis. After Peyton died at the hands of Eclipso, detonating himself like a nuclear bomb, his energy was recollected back on Throneworld and he reformed into Prince Gavyn and has been that way ever since. He just finished up an appearance in Rann/Thanagar Holy War.
