Because there is heirarchy within covens: Priests and Priestesses orchestrate and organize gatherings, various members assist, others have their fuctions. There may not be a Wiccan Pope but the nature of heirarchy is inherant in all human gatherings as far as I can see.
I think it works because it's not systemic or on a large-scale.
