In your local store, the one you mentioned, if they have a notice-board, you may want to put a note up saying that you are looking for an experienced Wiccan to have a conversation with; someone with whom you can talk and see if there is any way to just ask questions and get answers. If there is no such place in Forest Lake, I would recommend taking a drive, some weekend, down to Evenstar Books in St. Paul. Also, all you really need to do is contact someone who knows what they're doing. As for calling a circle, what they mean is to channel energy through you and project it into a sphere around yourself. This is done through simple energy work as described well in some of the sources both Storyteller and I have suggested. Once you have your "circle", you cleanse it's interior -using the same mental techniques to push out any "impurities"- and then you have a cleaned ritual space in which to cast spells or perform rites.
