First write the list in order form smallest to largest, 16, 17, 18, 24, 25, 26, 28. Then You take the number of items in the list(7) multiply it by .25 for the 1st quartile or .75 for the 3rd and round down. .25*7=1.75 rounding down that gives you 1. Now you look for the number in the list that has 1 number below it and that would be 17. For the 3rd quartile .75*7=5.25 rounding down to 5 then look for the number that has 5 numbers below it in the list that would be 26.
